Consensus Study

Dr. Raymond Paylor earned his doctorate in Education from Wilmington College where he is currently Adjunct Professor of Supervision and Management. He has served on the Capital School District's Board of Education since 2003, as Board President for two years and as Board Vice President for two years. In that capacity, he presided over Capital's growth from a district with a near deficit operating fund to a district with an estimated 18 million dollar carryover. He also serves as a Human Relations Representative for the State of Delaware Division of Human Relations.
Topic: Funding and Equity in Public Education
The LWVUS Education Study scope includes the following areas under the role of the federal government in public education (pre-K through grade 12): the history, funding and equity issues which are addressed under the Elementary and Secondary Education Act, and the common core standards/assessments which are required for many federal grant programs but are national, not federal. LWVKC has planned two sessions to address fifteen consensus questions. The first will address funding and equity, and deals with traditional federal involvement in public education and how it has evolved. A history paper on this facet of the study is posted on the lwv.org website.
Members will be asked if they think federal funds should be distributed mostly based on need, population and enrollment or should they be given only to those who best qualify for competitive grants. How should mandates and funding be related, or should they? What should the relationship be? One example of a mandate attached to funding was the requirement to lift the cap on the number of charter schools to qualify for Race to the Top funding. Delaware was one of two states recently awarded such funding.
Audience participation in addressing the funding and equity consensus questions will follow Dr. Paylor's presentation. A light lunch will be provided.
